During the presentation of the 2026–2027 Budget, Finance Minister N Marie Wilson unveiled a number of new welfare programs targeted at women, newborns, and underprivileged communities.The largest allocation is ₹812 crore for a program that gives eligible women a silk saree as a wedding present and an eight-gram gold coin.

The Vetri Magalir Goat Rearing Scheme, which would give five goats or sheep at no cost to impoverished widows, abandoned women, transgender individuals, and people with disabilities, was also introduced in the Budget. The ₹110-crore program is anticipated to provide assistance to about 30,000 individuals.
Additional programs for young people and urban families
In addition to social benefits, the government established programs targeted at urban dwellers and youth.

These include: • Students' branded bicycles
• Youth AI skill training programs
• Laptops for a chosen group of recipients
• Initiatives for new urban housing

According to the government, these initiatives aim to raise living standards, employment opportunities, and educational attainment.There is still pressure on state finances.
The government recognized Tamil Nadu's challenging financial situation while increasing welfare spending.
Wilson stated that it would take at least two years to reestablish fiscal restraint because the new administration took over a treasury weighed down by debt and low receipts.
The updated project estimates: • The ₹55,775 crore revenue deficit • The fiscal deficit is ₹1.22 trillion, or 3% of GSDP. • By March 2027, outstanding debt will be ₹10.99 trillion, or 27.01 percent of GSDP.

In addition, the government intends to repay about ₹52,000 crore in existing loans while borrowing ₹1.73 trillion in 2026–2027.
Allocations for women's welfare and education should be seen as long-term investments, according to Finance Secretary M. A. Siddique, who stated that the budget strikes a balance between welfare spending and infrastructure projects.
The expected total amount spent on welfare this year is between ₹15,000 and ₹18,000 crore.
The budget is called a "zero" by the opposition
The opposition harshly criticized the budget. MK Stalin, the president of the DMK, claimed that the party lacked original ideas and had not fulfilled electoral pledges.
Udhayanidhi Stalin, the leader of the opposition, called it a "big zero" and accused the government of cutting back on education funding.In Tamil Nadu, institutional births are still almost universal.

In NFHS-5 (2019–21), the percentage of institutional births in public health facilities rose from 54.2% to 63.6%. Additionally, the percentage of births by Caesarean section increased to 46.9% from 44.9% in the prior survey. Caesarean sections accounted for 60.3% of institutional births in private health facilities and 39.6% in public health facilities.
