The government plans to replace MGNREGA with the Viksit Bharat G Ram G rural job scheme.

The Mahatma Gandhi National Rural Employment Guarantee Act 2005 (MGNREGA), the nation's premier employment program, will be replaced by the Viksit Bharat—Guarantee for Rozgar and Ajeevika Mission (Gramin) VB—G RAM G BILL, 2025.
In order to foster empowerment, growth, convergence, and saturation for a prosperous and resilient rural Bharat, the legislation will create a "rural development framework aligned with the national vision of Viksit Bharat @2047, by providing a statutory guarantee of 125 days of wage employment in every fiscal year to every rural household whose adult members volunteer to undertake unskilled manual work."

With a thematic focus on water security through water-related works, core rural infrastructure, livelihood-related infrastructure, and special works to mitigate extreme weather events, the new program, which will offer 125 days of unskilled manual labour, "will focus on empowerment, growth, convergence and saturation through public works aggregating into forming Viksit Bharat National Rural Infrastructure Stack."
The state governments will have to pay more under the Viksit Bharat—Guarantee for Rozgar and Ajeevika Mission (Gramin) VB—G RAM G BILL, 2025.

The centre funded the program in full under MGNREGA.
The Bill prohibits VB G Ram G-related activities throughout the agricultural seasons for the first time.
"No work shall be commenced or executed under this Act, during such peak seasons as may be notified, notwithstanding anything contained in this Act or rules made thereunder, and to facilitate adequate availability of agricultural labour during peak agricultural seasons," the Bill states.
Additionally, it states, "If an applicant for work under the Scheme is not offered such employment within fifteen days of receiving his application for employment, or from the date on which the employment has been sought in the case of an advance application, whichever is later,A Central Gramin Rozgar Guarantee Council, established by the Union government, will oversee the program.
"The Central Council shall consist of a Chairperson, representatives of the Central Government and State Governments, a Member-Secretary not below the rank of Joint Secretary to the Government of India, and no more than fifteen non-official members representing Panchayati Raj Institutions, organisations of workers, and weaker sections of society," the Bill states.
In the past, the rural development ministry would administer MGNREGA directly, without the need for a specific council or commission.
Every state government shall, by notification, establish a State Council to be known as the State Gramin Rozgar Guarantee Council for the purpose of routinely monitoring and reviewing the implementation of the provisions of this Act at the State level.

In order to provide high-level oversight for the successful implementation of this Act, the Central Government will also establish a National Level Steering Committee to advise on issues requiring interministerial consultation, such as the convergence framework, and to recommend decisions pertaining to normative allocations to States. Steering committees will also be established by the states.
District Programme Coordinators will be chosen to oversee the implementation of the scheme, which permits Panchayats at the district, intermediate, and village levels to be the primary authority for its development, execution, and oversight.
The proposed legislation will take precedence."The provisions of this Act or the Scheme made thereunder shall have effect notwithstanding anything inconsistent therewith contained in any other law currently in force or in any instrument having effect by virtue of such law," the bill states.
It further stated, "The State Government shall have the option of implementing its own enactment where a State Act exists or is enacted to provide employment guarantee for unskilled manual work to rural households consistent with the provisions of this Act, where the guarantee of the households is not less than and the conditions of employment are not inferior to what is guaranteed under this Act."
