The Maharashtra government has given its approval for a large-scale Hi-Tech Media Park initiative under the newly announced AVGC-XR Policy 2025, aimed at turning cities like Nagpur, Pune, and Mumbai into hubs for Animation, Visual Effects, Gaming, Comics, and Extended Reality (AVGC-XR).
Key details:
Investment outlay: ₹3,268 crore from the government side.
Private investment target: The policy aims to bring in about ₹50,000 crore from private players.
Job creation: It is estimated that the policy would lead to 2 lakh (200,000) “high-tech” jobs in Maharashtra from these media parks and related AVGC-XR enterprises. Nationally, around 30 lakh direct and 51.5 lakh indirect jobs are anticipated.
What the Media Parks Will Offer
Dedicated AVGC-XR parks in Nagpur & other cities will include facilities such as motion capture studios, AI-animation labs, metaverse infrastructure, etc.
AVGC-XR enterprises will be treated as industry / essential services, giving them benefits like permission to operate 24×7, land allocation in industrial zones, and additional Floor Space Index (FSI) benefits.
Around 60% of land in integrated AVGC-XR zones will be reserved for those specific activities.
