Iran's Foreign Minister, Abbas Araghchi, has stated that the death of top Iranian officials, including security director Ali Larijani, will not constitute a setback for the Tehran regime. In an interview with Al Jazeera, Araghchi highlighted that administration in Iran is built on institutions rather than individuals, and asserted that US and Israeli attacks on senior leaders will not disturb the system, which continued to work despite the assassination of Supreme Leader Ayatollah Ali Khamenei.
The remark came after Larijani, a key Iranian security officer and a conservative figure inside Iran's theocracy, was killed in an Israeli strike, along with his son Morteza and one of his aides, Iranian officials announced on Tuesday. Gholamreza Soleimani, the leader of the Basij militia, was also murdered in another Israeli attack.Iran's Foreign Minister, Abbas Araghchi, has stated that the death of top Iranian officials, including security director Ali Larijani, will not constitute a setback for the Tehran regime. In an interview with Al Jazeera, Abbas Araghchi stated that the Islamic Republic of Iran has a robust political system with established institutions. He questioned why Americans and Israelis are still unaware of this fact."The presence or absence of a single individual has no effect on this structure," he explained.Of course, people have influence, and everyone plays a part - some better, some worse, some less - but what important is that Iran's political system has a very strong structure."
The minister cited the assassination of Ali Khamenei, who was killed on the first day of US-Israeli strikes on February 28. Despite the national loss, the system continued to function and provide a replacement.
"If anyone else is martyred, it will be the same...If the foreign minister were ever to be martyred, there would ultimately be someone else to take the position.
"What Abbas Araghchi's Comments Mean
The Iranian military is based on the 'Mosaic Defence' concept, which was developed years ago by Iranian strategist Mohammad Ali Jafari. Araghchi previously described Iran's defense strategy as a "two-decade study" of "defeats of the US military to our immediate east and west".We've implemented lessons properly. Bombings in our capital have no bearing on our ability to conduct warfare. Decentralized Mosaic Defence allows us to select when and how war will end," he stated days after Iran's Supreme Leader Ayatollah Ali Khamenei was assassinated in US-Israeli airstrikes.
What is Iran's Mosaic Defence?
Mosaic Defence is an Iranian military concept that divides the state's defensive structure into numerous regional and semi-independent layers rather than consolidating authority in a single command chain that can be crippled by a decapitation strike.
Under this paradigm, the IRGC, Basij, regular army troops, missile forces, naval assets, and local command structures all contribute to a distributed system. If one section is damaged, the others continue to work, and even if senior leaders are assassinated, the chain does not collapse. The Islamic Revolutionary Guard Corps (IRGC) is divided into 31 provincial commands, with each serving as a self-contained military unit with its own weaponry, intelligence, and command systems. If communications are severed from top leadership, the doctrine gives local units the authority and competence to act independently.
Dr. Michael Connall, an expert on Iranian military culture, stated that the restructuring was intended to "make any attempt to degrade Iran's defense exceedingly difficult."
