Phase two of SIR in 12 states is announced by the Election Commission: Verify the specifics

Phase two of the special intense revision (SIR) of electoral records in 12 states was announced by the Indian Election Commission on Monday.
Gyanesh Kumar, the chief election commissioner, stated that all states holding assembly elections in 2026 will undergo electoral revision. "Political parties have raised the issue of quality of electoral rolls on several occasions," Kumar added.
At midnight today, the electoral rolls in the states where the SIR will be held will be frozen. Voters will then receive special enumeration forms that contain all the information, according to CEC. He also mentioned that on Tuesday, poll workers will start receiving training for the second phase of SIR.

Draft electoral rolls will be released on December 9 and the final electoral roll publication will be announced on February 7, 2026, according to the Election Commission. The exercise is expected to encompass approximately 51 crore voters.

The Andaman & Nicobar Islands are among the states that will be subject to the electoral review.

In 2026, elections will be held in Tamil Nadu, Puducherry, Kerala, and West Bengal. Kumar explained that the electoral roll revision in Assam, where elections are also scheduled for 2026, will be notified separately.

Regarding Assam, CEC Kumar stated that the state has its own regulations in the Citizenship Act of India. "The citizenship verification process there is almost finished, overseen by the Supreme Court. The entire nation was covered by the 24th SIR order. This would not have applied to Assam in such a situation. Therefore, Assam would have its own revision orders," Kumar stated.

Phase of enumeration: November 4–December 4
Draft electoral rolls are published on December 9.

In Bihar, SIR
This comes after the SIR was implemented in Bihar earlier this year. There were 78.9 million electors on the registers when the process began in June. However, 74.2 million voters' data were included in the final list that was released last month.
The CEC stated that phase one of the SIR was finished in Bihar with no appeals and that this is the seventh exercise of this kind since independence. The last one took place between 2002 and 2004.
