A disturbing discovery regarding a large-scale fraud has surfaced in Bolangir district’s Loisingha block, where government funds allocated for veterinary projects were allegedly siphoned off using faked Aadhaar cards, fraudulent affidavits and fabricated signatures.
The irregularities were discovered after documents obtained through the Right to Information (RTI) Act revealed systematic abuse of funding and subsidies under various Veterinary Department programs.
According to the RTI report, money was withdrawn in the name of deceased individuals, including through a lease agreement for a chicken farm issued in the name of a person who had died earlier.
According to officials who reviewed the documents, the deal was executed using a fictitious Aadhaar number and faked signatures on an affidavit, according to sources.
Names Appear in the Alleged Fraud Network
According to the RTI answer, two people, Satyam Sahu and Sulata Sahu, are accused of submitting falsified paperwork in order to deceitfully receive benefits from multiple Veterinary Department programs.
The papers further point to the involvement of Loisingha Block Veterinary Officer Anand Seth, who is believed to have played a crucial role in clearing and assisting the fake paperwork.The accused allegedly worked together to steal cash intended for recipients under poultry development and associated initiatives, according to sources in the district administration. Duplicate Aadhaar details, fake affidavits, and signatures that didn't match the department's original records are allegedly among the fraudulent documents.
Officials stated no answer has been received so far from Block Veterinary Officer Anand Seth or from the accused individuals Satyam Sahu and Sulata Sahu addressing the charges.
RTI Documents Indicate Widespread Theft
According to preliminary estimates based on the RTI records, over Rs 1 crore may have been embezzled from various livestock and poultry-related initiatives in Bolangir district during the previous two years using identical fraudulent paperwork.
Sources said that the scale of the alleged fraud over numerous blocks may necessitate district-level examination once the initial verification is complete.
The Veterinary Department has started cross-referencing the RTI-revealed records with official beneficiary rolls as of the most recent reports. A formal police complaint hasn't been made yet, though.
