According to former Secretary of State John Kerry, Israeli Prime Minister Benjamin Netanyahu had also suggested a conflict with Iran to previous US presidents, but they all turned him down.
Kerry stated, "Obama said no," while appearing as a guest on The Late Show With Stephen Colbert. Bush declined. No, said President Biden. I mean, I participated in those discussions."
The former US official claimed that since they had not "exhausted all the remedies of peaceful process," the previous US presidents had refused to declare war on Iran.

Iran's Press TV posted this video of Kerry and stated, "Former US Secretary of State John Kerry claims that Israeli Prime Minister Netanyahu had suggested the war on Iran to Presidents Obama, Bush, and Biden, but they all refused." People's uprising and government change were predicted, but none of that materialised.
Netanyahu's "Hard Sell"
The New York Times described how Netanyahu persuaded US President Donald Trump to join Israel in attacking Iran.According to the report, "Mr. Netanyahu made a hard sell in the Situation Room on February 11, suggesting that Iran was ready for regime change and expressing the belief that a joint U.S.-Israeli mission could finally bring an end to the Islamic Republic."
The article claims that after saying, "Sounds good to me," Trump gave the go-ahead for the joint US-Israeli operation.

According to an Axios article from last month, US Vice President JD Vance had a heated phone call with Netanyahu earlier this week in which he chastised the premier for what he perceived to be unduly optimistic predictions regarding the Iranian conflict.
The publication claims that Vance questioned Netanyahu about his optimism about the possibility of regime change. "Prior to the war, Bibi really sold it to the president as being easy, as regime change being a lot likelier than it was," a US official told Axios. Referring to Netanyahu by his moniker, "And the VP was clear-eyed about some of those statements."
