Womens Quota and Delimitation Bills to Be Tabled Today: How the Numbers Add Up

Today, the historic bills pertaining to delimitation, increasing the number of members for Union Territories, and implementing a 33% women's quota in the legislature will be introduced in parliament. Before the 2029 Lok Sabha elections, the government intends to impose quotas.
The "Nari Shakti Vandan Adhiniyam" links the women's quota to the most recent census and delimitation. In order to delineate and execute a one-third reservation for female legislators, the Center intends to move forward with the 2011 census data.
The other two are constitutional amendment measures that require a special majority of two-thirds of those present and voting to pass, with the exception of the delimitation law that would establish a commission to redesign constituencies. The majority mark will be lowered by any opposition walkout or abstention.The government may face challenges in both chambers of parliament due to a coordinated effort by the opposition. The two-thirds mark in the Lok Sabha is 360, with an effective strength of 537. With 293 members, the ruling NDA is defeated by 67 seats.
With more than 142 members, the NDA is 21 seats short of the majority threshold in the Rajya Sabha, which has a magic number of 163.
The government's decision to bind the women's quota bill to delimitation in time for the 2029 Lok Sabha elections, according to the opposition, has forced them to oppose the laws even if they support both.

" gerrymandering" every Lok Sabha seat to the BJP's benefit in the 2029 elections is one of its risky ideas. In a post on X, Rahul Gandhi of the Congress stated, "The proposed Bills remove all constitutional safeguards on delimitation, giving full power to the Delimitation Commission which the government itself will appoint and direct."
The number in the Lok Sabha can rise to 815 under the bill after delimitation and a proportionate increase; for Union Territories, the number is 35. There are now 20 members from UTs and 530 members from states in the Lok Sabha.
Parties like K Chandrasekhar Rao's Bharat Rashtra Samithi and Naveen Patnaik's Biju Janata Dal, which offered the government issue-based support, have strengthened their positions on delimitation, adding to the government's challenges.

The government has asserted that it possesses the data. "I won't get into the politics of which party is saying what. In parliament and assemblies, no party is against women's reservations. Everyone is united in spirit and philosophy," stated Union minister Kiren Rijiju.
